"Democracy requires the small units. Without the proximity of people, with more than one language, living without public at best is a formal democracy (elections), but not a substantive democracy of freedom, equality and fraternity possible. The plurality (pluralism) of the Republic, the home of a man (government, state government, municipalities, universities, professional associations, church, etc.) gives the political Influence of a chance.
